The lowest HCV voucher is $50; it’s possible to have zero income and still rent the unit listed above … but OP needs to be more transparent. She can’t fool around with HCV / HUD regulations … and she doesn’t get to pick and choose which rules she follows…
(The problem here isn’t zero income; the issue is that OP did not inform her housing worker of her job termination-if it’s been more than 10 days, this could be a problem. )
And it sounds like you’ve never seen HCV paperwork ? Every application and annual recertification packet has zero income forms 😉…
