Portability how does it work?

if anyone is experienced with portability it would be greatly appreciated. my main question is: I want to port out from nyc to another state. (possibly Orlando Florida) but my concern is once i have my new voucher does my voucher from nyc get taken away immediately or does it get taken away once i find a new home in Florida for example.

Because I did talk to NYCHA my current housing authority and they said: once i find a new home in Florida then my voucher from NYCHA will finish. But when i spoke to the portability manager in Orlando Florida he told me once i have the new voucher it get's taken immediately which means i will have to find a temporary place to live until i have a new house in Florida. So I don't know who to believe unless someone has experienced it Thank you!

We do not have source of income protection laws like new york does

When porting expect to be homeless for at least a month

I wouldn’t come here to Florida we have no source if income protection laws and everything here is in favor of the landlord. They have more rights than we do. No rent caps etc.

Generally, you can port anywhere in the USA after holding a voucher for 1 year. You are responsible for finding a new place to live and for covering all expenses related to finding the place and moving there. You will typically need to have a place to live set up before porting. Your original (NY) voucher will still be valid until the local PHA absorbs you into their rolls, which may take a long time depending on new PHA available vouchers. Until they absorb, the NY voucher will either directly pay the new location rent or the new location PHA a fee to manage the account. My office (in NYS) has a few accounts in different states, including a couple in Florida.
